GenerateCodeTemplates writes missing templates automatically from the problem statement and, when one exists, the author's reference solution. It skips runtimes already covered, so existing templates are never overwritten, and the optional filter narrowing it down takes language names rather than runtime ids ("python", "java"). It needs a program problem with a statement and a space where the template generator is enabled.
