FinalizeContest takes a COMPLETE contest to FINALIZED, and is therefore offered only once the contest is over. Finalizing fixes the standings, awards medals, issues the participation certificates if certification is configured, and sends the result notification if it was enabled. Neither settings nor results can be changed afterwards and there is no way back, so finish any rejudging, disqualification and plagiarism review first.
