DescribeActivityGraph buckets one metric over the requested window and returns the counts as a flat array in chronological order, with no timestamps and no bucket size attached, so the caller maps positions back to dates from the window it asked for. The largest count in the series comes back alongside it, which is what a heat map needs to scale its shading without a second pass over the values.
