CreateTest adds a test to a testset and returns the new test id; the testset is given in the payload like any other field, and the path carrying it is kept only for callers written against it. Input and answer are each supplied as a URL, as inline content, or as a generator invocation; generated data is produced asynchronously, so such a test stays pending until generation and validation succeed, and a submission arriving earlier triggers the generation inline.
