CreateTest adds a test to a testset and returns the new test id; on the /tests binding the testset comes from the payload instead of the path. Input and answer are each supplied as a URL, as inline content, or as a generator invocation; generated data is produced asynchronously, so such a test stays pending until generation and validation succeed, and a submission arriving earlier triggers the generation inline.
