DeleteSubmission excludes a submission from score calculation without destroying it: the submission is flagged as deleted, keeps its ID and can be brought back by RestoreSubmission. It needs the contest write scope, so it is a jury tool for discarding a submission which should not count, not a way for participants to withdraw their own.
