CreateContest adds a new contest to the space and returns its ID. The contest is created SCHEDULED and is exposed to participants according to the visibility it is given, so a private or unlisted contest is how one is prepared before announcing it. The competition format is picked here and can no longer be changed once the contest has its first submission.
