CreateProblem adds a new problem to the space and returns its ID. A first statement can be created along with it, otherwise statements are added later through StatementService. Giving the problem an origin imports it from Polygon, from Basecamp or from another space instead of creating an empty one; that copy is made asynchronously, so the imported content shows up some time after this call has returned.
