LookupCodeTemplate fetches the starting code by runtime instead of by template id, which is how an editor loads it when the participant picks a language. It returns only the template body, never the hidden parts, and a runtime the problem has no template for falls back to the platform's generic starter code; an unknown runtime is reported as not found.
