DescribeMemberUsage reports how many seats the space consumes, for billing and quota screens rather than for looking members up; only users are counted, so teams and ghosts are free. The active count covers the members seated during a period, which defaults to the space's current quota period, or to the last thirty days when it has no subscription. Access follows the space's billing permission rather than the permission to read members.
