DeleteProblem takes the problem out of the contest and renumbers the remaining ones to close the gap it leaves behind. The archive problem is not affected and can be added again, but it comes back as a new contest problem, so the submissions made against the deleted one are not picked up by it. A finalized contest rejects the call.
