TranslateFragment starts automatic translation of a page into other locales and returns a task id; the work runs asynchronously, so the translations appear some time after the call returns and are found by reading the page in those locales. Translations written by hand are left alone unless the request asks for them to be overwritten, and whatever this produces is marked as automatic.
