UpdateFragment writes new values into an existing page. Only the fields the request carries are written, so moving a page to another path does not mean resending its content. Aimed at a locale it writes that page's translation instead, creating it from the page when the translation does not exist yet; the path, the draft flag and the labels are not translatable, so they still land on the page itself rather than being dropped.
