ImportProblem adds one or more archive problems to the contest, the operation the console labels "Add problem". Every import creates an independent contest problem with a fresh ID and leaves the archive problem untouched, so it may be added again here or to any other contest. The call is rejected when the space's quota of problems per contest is exhausted, or once the contest has been finalized.
