DescribeProblem returns one contest problem, filled in from the archive problem behind it: the requested locale decides which statement supplies the title and content, and statement text comes back only when it is asked for. If that archive problem has been deleted or is not readable, the contest problem is still returned, just without the parts which come from the archive.
