ListProblemTop returns up to 25 submissions which scored the problem in full, most efficient first — ranked by resource usage, ties broken in favour of whoever solved it earlier. It backs "best solutions" boards; partially scored and unfinished submissions never appear, and the list can be neither filtered nor paged, so use ListSubmissions for anything else.
